DCS and PTC Explorer Windows Setup.
It is important to set up Windows XP and 7 properly.
Kaspersky or other antivirus protection needs to be disabled using its SETTINGS dialog.
Auto Updates need to be turned OFF using the Control Panel, System Security, Update, 
Change settings, to NEVER check for updates.
Power Options need to be changed in Control Panel for HIGH PERFORMANCE and to NEVER turn off the display and NO Screen Blanker.
The Clock, Language and Region must be set to USA ENGLISH only.
The DCS or Pallet Setup, and optional XLS Setup and XLS Updates can be done at this time.
